On March 1, an extraordinary case of violence took place in the Tumanyan department of the Lori Regional Police Department. The head of the department, police colonel Artak Gyurjanyan, beat the detained citizen, Hrayr Lukyanchikov, a resident of Alaverdi.

It was passed to Forrights.am by Hakob Charoyan, Lukyanchikov’s lawyer.

The lawyer said that Lukyanchikov was suspected of illegally entering the house of Smbat Norekyan, a resident of Teghut village, and stealing about $200, 5,000 Russian rubles and a gold bracelet. He pleads not guilty.

“Lukyanchikov was caught by the police in the village of Teghut and taken to the police station. He said that he did not enter Norekyan’s house, did not accept the accusations. Then the chief came in and started beating. The defendant’s ribs and nose are damaged and bruised. There is a forensic doctor’s conclusion. I met with my defendant, got out and submitted a report to the Special Investigation Service,” said Hakob Charoyan.

Hrayr Lukyanchikov was charged with Article 177, Part 3, Clause 1.1 of the RA Criminal Code, theft of particularly large-scale.

On March 5, the Lori Regional Court of First Instance, chose his detention for two months as a measure of restraint.

We were also informed that, based on the application of lawyer Charoyan, a criminal case was initiated in the SIS under two articles simultaneously: according to Part 1 of Article 308 of the RA Criminal Code, the use of the official position by an official against the interests of the service or non-performance of official duties, and according to Article 118 of the RA Criminal Code, “Beating”.

Hrayr Lukyanchikov is 38 years old, married and has no job.

The police are conducting an official investigation into the incident.
