The officer who shot on the soldiers head, is serving in the Armed Forces of Armenia with “impeccable conduct”
The Defense Ministry refuses to help the injured soldier 

21-year-old Albert Dallakyan, a former soldier who has served and survived the April 4-day war, months later has been seriously injured on head by his own officer in Hadrut. His mother has been trying to obtain money for his son`s surgery in Germany for about six months.    

As a result of the Defense Ministry`s senior officer Avag Nahapetyan`s shot, a part of the soldiers brain was damaged. The Ministry of Defense rejected the mother of the soldier, who now has first-degree disability, saying that organizing of treatment of servicemen abroad is not the responsibility of the Ministry and sent her to the Ministry of Health. The Ministry of Health also refused to provide money from the state budget and suggested that surgery be performed in Armenia. However, as Albert`s mother Mrs. Armine Ghazaryan says, such an operation is being done in Armenia with old equipment, which is a serious risk, and there is only one specialist. She makes clear that the whole life of Albert depends on this operation. No guarantees are given that the operation in Armenia will be successful. With her interview with the Forrights.am, she states: “If, God forbid, they block a vessel or a nerve during the operation, my son will be deprived of limbs movements, eyesight... I will definitely not go for risk, because my child has really been reborn. 26 days he has been unconscious and, when awakened, couldn’t see, did not recognize me; now he speaks, walks, partially sees and his memory is being restored.”

Albert was operated in Armenia three times, pretty successfully, and his life was saved. But there is a need of another, a complicated operation. The German clinic equipped with the latest equipment for the last surgery of the cerebral vessels has requested about 40 thousand euros for the operation, which the family that fought for Albert’s health about one and a half years, does not have and the state refuses to give it. 

"Well, I`m just curious; my child left his education in Russia unfinished and came to serve [in the Armed Forces of Armenia]. A healthy, athletic boy, goes, serves and they make him half-a-man, and that’s all, they have nothing to do with anything else?” questions the soldier’s mother and adds: “If our state, our president, at least to some extent, participated in collecting this money... Every second, there is a risk: Albert has tremors, a part of his skull is gone, the pressure varies greatly; there is a danger that the node may explode.”

The state allocates 90,000 drams of monthly pension to the soldier [about $180]. After the family’s appeal, the Ministry gave them money for a few months’ rent since the family has come from Russia and rents a place in Armenia. Money for Albert’s medication is provided by benefactors.   

“I don’t know if I shall use Albert’s pension for food or medications: which need shall I attend to? ... The state has forgotten [Albert] entirely. Our state, our president have to pay attention. The soldier came, served, got injured and that’s it: they throw him away like a worthless thing and forget [about him]. They close the page and move forward.” 

The officer, who shot on the soldier’s head, as it comes out, is an “impeccable officer” and continues his work. 

Albert`s mother has another worry. Avag Nahapetyan, who severely wounded Albert, has not yet taken accountable, the investigation of the case is still continuing. Moreover, he continues his work at the Hadrut positions.   

"He did not help in any way, he did not inquire about Albert`s condition at all. At first they said that the incident happened not intentionally, but how can an officer raise his hand and shot on the soldiers head? Because of his infantility or recklessness, an entire family is paralyzed. … Many mothers like me, whose sons serve under his command, are in the same danger. This is an unforgivable thing that our state can turn a blind eye to it. This is the other side of pain.” 

 Under Article 373, Part 2, lieutenant Avag Nahapetyan was charged for wounding Albert Dallakyan. As stated in communiqué released by the Investigative Committee, according to the data of preliminary investigation, military serviceman Albert Dallakyan got an injury of the head on June 24, 2016, at about 4:10 PM, at the ground floor of a military unit N, as a result of violating the rules for handling weapons by the platoon commander.

Particularly, it turned out that the commander of the platoon, lieutenant Avag Nahapetyan accidentally pressed the trigger after recharging the gun, as a result of which the ball touched A. Dallakyan`s head, negligently causing life-threatening head injury. The officer, who injured the soldier, brought a recommendation to the court from his leadership that he was an impeccable serviceman.
